1. Preheat your oven to 350°F (180°C). Grease two 9-inch round cake pans with cooking spray or butter. 2. In a large mixing bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt. Mix until well combined. 3. Add the milk, vegetable oil, eggs, and vanilla extract to the dry ingredients. Mix on low speed until just combined. 4.
