Instructions

1. Preheat your oven to 375 degrees F. 2. In a large skillet, cook the ground beef over medium heat until browned, breaking it up into small pieces as it cooks. 3. Add the diced onion and minced garlic to the skillet and cook for a few minutes until the onion is soft. 4. Add the diced carrots and cook for a few more minutes until they start to soften. 5. Stir in the tomato paste, beef broth, Worcestershire sauce, thyme, and rosemary. Bring the mixture to a simmer and cook for 10-15 minutes until the sauce has thickened. 6. Stir in the frozen peas and season with salt and pepper to taste. 7. While the filling is cooking, prepare the mashed potatoes. Boil the chopped potatoes in a pot of salted water until they're tender, then drain them and mash them with the milk and butter until they're smooth. 8. Pour the beef filling into a large baking dish and spread the mashed potatoes over the top, smoothing them out with a spatula. 9.
