1. In a large mixing bowl, combine the flour, salt, and vegetable oil. Mix well with your hands until the mixture resembles breadcrumbs. Gradually add water and knead the dough until it becomes smooth and elastic. Cover the dough with a damp cloth and let it rest for 30 minutes. 2. In a small pan, roast the cumin seeds, coriander seeds, fennel seeds, and mustard seeds until fragrant. Grind the spices into a fine powder using a mortar and pestle. 3. In a mixing bowl, combine the boiled and mashed potatoes, green peas, coriander leaves, onions, ginger, garlic, and the ground spice mixture. Add turmeric powder, red chili powder, and garam masala. Mix well. 4. Divide the dough into small balls and roll them out into circles. Cut each circle into two halves. Take one half and fold it into a cone shape.
